NEW DELHI: The Municipal Corporation of Delhi will float a tender this week to select a project management consultant who will finalise a Rs 62-crore plan for the mechanised sweeping and upkeep of 1,400km of roads wider than 60ft in the city.
At present, these roads are maintained by the Public Works Department, though sanitation services, including clearing of garbage and road sweeping, are the responsibility of MCD. The proposed project includes a comprehensive plan for maintenance, desilting and cleaning of the roads, and the sweeping of the footpaths for a period of 10 years.
An MCD official said, “The project management consultant we appoint will work with us for a decade and will assist us in every way, beginning with the finalisation of the detailed project report, preparation of the financial estimates, invitation of bids and assessment of the quality of work done by the selected concessionaire.”
MCD or the concessionaire appointed by it will be responsible for wall-to-wall cleaning of roads employing mechanical road sweepers, clearing of overgrown vegetation from pavements and the central verges, collecting material swept from the roads and surplus soil from the central verges, washing pavements, engaging antismog guns and sprinklers, etc, said the official.
“We have done some research work at our level and selected points that can be covered in the final plan,” added the official. “For example, we will include the categories in which sanitation services will be divided in MCD’s 12 zones, the types of vehicles required in each category and their numbers for performing various functions.”
On March 29, PWD had sought MCD’s views on taking over the cleaning of major roads after Delhi government announced during the budget presentation its plans to undertake road revamp projects worth Rs 20,000 crore over the next decade.
In its reply, MCD said that under Clause 42 of the Delhi Municipal Corporation Act, road cleaning was an obligatory function of the municipality, and it was responsible for managing municipal solid waste, green waste, swept waste, silt and removal of garbage and this work has been assigned to private concessionaires.
On May 2, the MCD House approved the continuation of road services. However, the LG will take the final call on the matter and only he can make changes in the arrangement, said officials.
